The unidentified black male was committing the crime on the 6100 block of Ellsworth Street on the highway around 9:50 p.m., when someone fired at him, striking him multiple times throughout his body, city police said.
He was taken to Penn Presbyterian Medical Center by police and placed in critical condition. An arrest was made and weapon was recovered, authorities said.
